Unknown Land Costs and Contingency Planning

LANDSHILOH · TOTAL COST OF OWNING VACANT LAND

A contingency is not a replacement for identifying missing work. This page focuses on separating unpriced scope, estimates, allowances and reserves so uncertainty remains visible in a land budget.

Keep contingency from becoming a hiding place

List unpriced work first. An unknown wastewater design or unreviewed drainage crossing is a scope gap, not a completed estimate covered automatically by a reserve. Ask the relevant professional what investigation would narrow the range. Keep a reserve separate from known exclusions so the same issue is not counted twice or omitted.

Review the budget whenever the project, provider response, site findings or transaction schedule changes. Save the previous version and a short explanation of the revision. This makes the effect of new evidence visible and prevents several individually reasonable estimates from being combined into an inconsistent plan.

Put this subject into practice

For each unknown, state what decision depends on it and what investigation would narrow the range. Assign a reviewer and an expected information date. Avoid entering an optimistic number merely to make the total appear complete.

Keep reserves separate from specific allowances. When a quotation arrives, replace the relevant assumption and explain any remaining exclusions. Review the total for double counting rather than automatically adding every new figure on top of a general contingency.

Working record

Create a separate record for this subject so its findings are not mixed with unrelated approvals or investigations. Keep the actual source, review date and responsible person with each entry.

  • Unpriced scope
  • Decision affected
  • Investigation needed
  • Allowance versus reserve
  • Updated estimate and exclusions

Illustrative example

A wastewater system has not been evaluated. Calling it covered by contingency conceals an unresolved scope. A separate line shows the required site work and keeps the eventual system cost pending.

Fictional example for explaining the process, not a listing, valuation or approval.

Is a cash purchase free of holding costs?

It avoids loan payments only if no borrowing is involved. Taxes, insurance, maintenance and other obligations can continue, and the cash remains committed to the property.
