LANDSHILOH · DEVELOPMENT LAND FEASIBILITY
A gate matrix records the questions and outputs needed to decide the next stage of development research. It separates process completion from the substance of a finding.
Use a decision-gate matrix
| Gate | Question | Decision output |
|---|---|---|
| Property and rights | Does the reviewed property interest support the proposed access and layout? | Resolved items, required changes and remaining review |
| Land use | What process and standards apply to this specific concept? | Approval pathway and information requirements |
| Site and services | What constraints, studies and service work affect the proposal? | Revised concept, defined scopes and cost gaps |
| Financial and schedule | Can the plan absorb the evidenced costs and timing? | Proceed, redesign, investigate further or reconsider |
Put this subject into practice
Define each gate’s decision and the evidence needed to support it. Record the responsible reviewer and limitations. Make room for redesign or further investigation instead of treating every gate as a simple favorable-or-unfavorable checkbox.
Review the matrix with the project and transaction teams. Keep internal milestones separate from binding deadlines and public approvals. A complete matrix documents the decision process without certifying that the project will proceed.
Working record
Create a separate record for this subject so its findings are not mixed with unrelated approvals or investigations. Keep the actual source, review date and responsible person with each entry.

Illustrative example
A study arrives before a project review meeting but identifies additional work. The matrix records the finding and follow-up rather than marking the gate passed solely because the report was delivered.
Fictional example for explaining the process, not a listing, valuation or approval.
When is a study too early?
When its usefulness depends on a central assumption that has not been investigated or a concept likely to change. Ask the project team to explain sequencing and what work can reasonably be reused.
