LANDSHILOH · DEVELOPMENT AND INVESTMENT RESEARCH
A service line near development land is not the same as confirmed capacity for a proposed project. Providers need a specific location and demand concept to evaluate service questions. Coordinate those inquiries with the design team, site layout and approval schedule.
Define demand consistently
Ask qualified designers to describe the project’s water, wastewater, electrical and other service needs at the appropriate level of detail. Include phases and possible growth without presenting them as approved. Give providers the same concept so their responses can be compared. A response for a small initial use should not be generalized to a materially larger future project.
Request a scoped provider response
Ask about service area, connection points, available information, further studies, extension work and the process for any commitment or allocation. Clarify the status and limitations of the response. Record assumptions, validity periods and customer responsibilities. A planning conversation, a preliminary estimate and a formal service arrangement are different evidence levels.
Coordinate routing, costs and timing
Identify land, easements, permits, design and construction needed for the service concept. Ask who performs and pays for each part. Include provider and customer work in the schedule and budget. Compare alternative layouts or phases where useful, but avoid assuming that downsizing one service need automatically resolves every infrastructure or approval question.
Working checklist
Use these headings in your parcel file. For each item, record the source, date, responsible reviewer, outstanding question and next action. Keep confirmed findings separate from estimates and assumptions.
- Project demand and phases
- Provider-specific inquiries
- Response status and limitations
- Routing, easements and customer work
- Costs and schedule dependencies
Practical example
An early letter discusses service for one building. A revised concept adds substantially more activity. The original response should not be used as proof of capacity for the revised plan. Return to the providers with the updated demand and ask what further evaluation or agreement is required.
Illustrative scenario only; not a property listing, valuation or assurance of feasibility.
Common question
Does service availability mean the provider has committed capacity?
Ask the provider to explain the exact status of its response and what is required for the proposed demand. Keep preliminary information separate from any formal commitment.
